Tuesday, December 10, 2002 at 7:30 p.m.
APPROVED - Meeting Minutes

The Park and Recreation Commission meeting came to order at 8:00 PM.

Commissioners Present: Don Vitters, Leslie Mayer, Joe Carabello and Mark McCabe  
Staff Present: Jon Jalbert and Bill Jones

Others Present: Charles and Thomas Hatveny

1. Minutes
Motion made to approve 11/12/02 minutes with changes.  Approved 3-0.  

2. Access Path to Buzzell Field with New Development–Steve Makowka
Mr. Makowka presented a sketch of the latest design on the access path to Buzzell Field.  Mr. Makowka lives on Russell St. and stated the original agreement was changed and the new design does not meet their needs.  He wanted to inform the Commissioners about the new plan.  Mr. Makowka also stated he is in contact with Alan McClennan and Alan will be contacting the Park Commissioners.  Mr. Makowka added the land between Arlington Catholic field and the playground has trash coming to the surface and would like something done about it.  The Commissioners thanked Mr. Makowka for his time and stated Mr. Jalbert will follow up with Mr. McClennan.

3. DPW Update-Bill Jones
Mr. Jones stated that the Bishop playground is finally completed.  The Commissioners expressed their disappointment about the time frame in which it took to complete such a small project. Mr. Jalbert suggested to Mr. Jones that he ask the contractor to deliver the wood chips now to the town yard so we would not have to chase them this spring.

Mr. Jones all irrigation systems are winterized.

Mr. Vitters asked Mr. Jones to have the Building Inspector contact Carol Johnson Associates re: code issues that affect the design of Robbins Farm Park.  

4. Arlington Sports Center Improvement Committee (SCIC)- Jon Jalbert & Mark McCabe
Mr. McCabe updated the commission on the latest.  The consultant from Arrowstreet Inc. will be present at the 12/19/02 meeting to start the feasibility study.  Mr. Jalbert stated the surveillance system was tabled until the spring.  Mrs. Mayer suggested signage be made for high school games regarding the new egress.

5. Capital Project Review and CDBG Update- Don Vitters
Mr. Vitters updated the commissioners on the Friends of Spy Pond meeting from last Sunday night.

Spy Pond Shores- Mr. Vitters requested other commissioners to be present at the next Friends of Spy Pond and Carol Johnson meeting.  Date TBA.

Robbins Farm-The “Community Build” date has been set for April 26th and 27th.  The Friends of Robbins Farm have raised $19,000 thus far.

6. Recreation and Rink Update- Jon Jalbert
Mr. Jalbert was asked to send out a master hockey ice time schedule to all user groups to make sure there are no future conflicts.  Mr. Jalbert presented the first draft of the maintenance costs per field.  Mr. Jalbert will be working with Patsy Kraemer, Theresa DeBenedictis and Rich Bento to firm up the numbers.

Mr. Jalbert updated the commissioners on the rink and the upcoming Jamboree. The Commissioners would like to set up a sub committee to come up with a permit policy and procedure for ice time rentals in March.

11. Others
CPA Study- Mrs. Mayer presented the two article proposals.  Mrs. Mayer stated there could be available money for park capital projects.  

Friends of Menotomy Rocks Park Walk- Mrs. Mayer updated the commissioners on the walk last week to review completed and upcoming projects the Friends are planning for the park.

Commission Meeting Guidelines- Tabled until next meeting.

Storage Shed Policy- Tabled until next meeting.

The Commission adjourned at 10:15 pm.
