ARLINGTON CONSERVATION COMMISSION
MINUTES
AUGUST 16, 2001
Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex. Present were Nathaniel Stevens, Timothy Sullivan, David White, and Judith Hodges of the Commission. Marjory Johnson, Phyllis Roberts and Bell Fitzgerald of the Arlington Garden Club attended. Laura and David Veo of Freedom Development, Marybeth Murphy, landscape architect and Dominic Rinaldi of the BSC Group represented the 5,7 Brattle Court project. Phil London of ENSR and Terry Doyle of Algonquin Gas Company represented the gas line project. Also present were Eleanor Newhoff, Ella Boazova, John Paulsen, Laura Eastment, Lyle Hazel, and Diane Mahon of the Selectmen.
MISCELLANEOUS
The Mugar appeal rcvd 8/8/01. DEP should hold a site visit in the next 30 days.
A site walk was conducted along the bikepath near Geri’s Brook (No name Brook) at the “Tiger cage” structure on 8/13, 8:30am. This will be a Notice of Intent before the Commission on September 20, 2001.
7:45 - Arlington Garden Club – working session
The Garden club reported on the current conditions at Cookes Hollow with erosion problems in the area where laurels were previously planted to help prevent erosion. The Commission will help coordinate replanting and placement of erosion control fabric.
8:00 5,7 BRATTLE CT –NOTICE OF INTENT for office building
The proponents presented changes to the drainage design to include a Vortechnics unit installed prior to the outlet of drainage to the street. The drainage calculation document was modified to include a new TSS calculation with removal of 80% of the sediments. Copies were sent to DEP. The maintenance plan was also modified accordingly.
Ms. Murphy spoke to the possibility of the roots from the large Beech tree on the adjacent MWRA property being impacted with excavation work. She noted that if roots were encountered that an arborist should be consulted to determine a course of action.
Ms. Hodges made a motion to accept the proposed project with the proposed changes to the drainage system/Mr. White seconded the motion. The vote to accept the motion was unanimous.
8:15 SUNNYSIDE AVENUE, ALGONQUIN GAS LINE – NOTICE OF INTENT for cathodic protection
Mr. Doyle of Algonquin described details of the installation. The project should take one week to complete. The trench will not be left open overnight and all soils will be placed back into the trench. The site will be restored to original grade and original plantings. The hours of work will be confined to 7am to 5pm.
The Commission will clarify that the it is not approving any floodplain boundaries with the issuance of this permit.
No materials shall be stored within 200 feet of the Alewife and a rubber tired trencher or its equivalent shall be used to lessen the amount of rutting on the site.
Mr. White made a motion to accept the project as proposed with the above conditions/Ms. Hodges seconded the motion. The vote to accept the motion was unanimous.
MISCELLANEOUS, continued
Residents from the neighborhood adjacent to the Turkey Hill Reservation spoke to the Commission of concerns of a new proposal to construct new houses. The Commission will conduct a site walk in order to determine the extent of any wetlands in the area.
Mr. Sullivan made a motion to approve the minutes from 3/15, 4/5, 4/26, 5/3, 5/17, 6/7, 6/21, 7/12, 7/19, and 8/2/01/Mr. White seconded the motion. The vote to accept the motion was unanimous.
Ms. Beckwith reported that there are changes to the landscaping design at 339 Mystic St. A new application will be filed with the Commission in the fall.
A site walk at 19 Mass Ave is scheduled for 8/17, 8am. The RAM was received and copies were distributed to the Commission.
No fiscal business was conducted.
The Commission voted to convene at approximately 10:30pm.
