ARLINGTON CONSERVATION COMMISSION
MINUTES
SEPTEMBER 6, 2001
Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex. Present were Nathaniel Stevens, Timothy Sullivan, David White, Geraldine Tremblay and Judith Hodges of the Commission. Bob Lafyatis and Charlie Gallagher came to discuss potential development in the Poet’s Corner neighborhood. Leonard Connaughton attended regarding work at 62 Hutchinson Rd.
MISCELLANEOUS
The Mugar appeal was received 8/8/01. The DEP site walk was scheduled for 9/12/01 at 11am. Most of the Commission can attend as can Ingeborg Hegemann from BSC, our consultant on this project.
According to the former chair, Susan Brent, the Garden Club had paid for the plantings at Cookes Hollow, and Ms. Tremblay also recounted that the laurels were planted in August and it was very hot and dry at that time, so they didn’t have a chance to get established. The slope is also very shaded.
Mr. White sent information regarding starting a Land Steward program in Arlington, modeled after that found in Lexington. The Open Space Committee and the Conservation Commission will have sign up sheets for this new program at our booths at Town Day on September 15.
The Great Meadow report will be copied and distributed soon. The meeting for this report is being planned for the evening of October 16th in the Robbins Library community room.
8:00 – 62 HUTCHINSON RD
Mr. Connaughton explained the work that he did on his property that involved the construction of a basketball court next to a small intermittent stream. The stream was culverted for approximately 60 feet. The Commission will hold a site walk at the property on Tuesday, September 18th at 6:30pm. The Commission will decide on any actions after the site walk.
8:30 – REGULATIONS
Mr. Stevens explained that upon removing the provisions for appeals in our regulations, there were many references to the variance process that also needed to be edited. The Commission agreed to review these changes and will vote on the exact language at the subsequent hearing.
Mr. Sullivan is going to also add language regarding wetland replication specifications.
Mr. White made a motion to continue this hearing to September 20/Ms. Hodges seconded the motion. The vote to accept the motion was unanimous.
MISCELLANEOUS, CONTINUED –
Two residents of the Poets’ Corner wetland attended to discuss potential development by the St. Camillus church. The Commission agreed to go see the site, in the near future, individually as their schedules permit.
The draft 8/16 minutes were not received by the Commission. Ms. Beckwith will forward these to the board along with next draft.
Spot herbicide treatments for Meadowbrook park should be conducted by Aquatic Technology soon. The Phragmites is growing again.
Temporary signs for 51 Westminster were laminated and will be posted on the Mt. Gilboa conservation land.
A drainage swale that was cut between the water chestnut stockpiles at the Reservoir needs to have erosion controls installed so that runoff does not enter Mill Brook. Ms. Beckwith will contact Mark Shea of DPW. The Commission would also like an end-of-season report from Gerry Smith and Roger Frymire on the water chestnut removal.
Ms. Tremblay needs to step down, temporarily, from the Commission. The Commission will be seeking two new board members, to fill her position for the next year and to fill the spot vacated by Mr. Roche. Ms. Beckwith will post this information on the web, the newspaper, on boards in Town Hall.
The Commission voted to convene at approximately 10:30pm.
