ARLINGTON CONSERVATION COMMISSION
MINUTES

SEPTEMBER 20, 2001

Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex.  Present were Nathaniel Stevens, David White, Geraldine Tremblay and Christine Wallace of the Commission.    Cathy Garnett attended the meeting on the possibility of joining of board.

MISCELLANEOUS

The Mugar appeal was received 8/8/01.  The DEP site walk was held 9/12/01.  The Commission is drafting a letter to DEP stating our position and clarifying our decision.  BSC will review the letter.  It is due into DEP by 9/26/01.

The Commission held a site walk at 62 Hutchinson Rd to investigate the placement of a culvert over a small stream.  Ms. Beckwith presented a plan of the Winchester Country Club property showing that this stream feeds into either Herbert Meyer Brook or into the Mystic Lakes.  
Tremblay/White motioned to issue an enforcement order including a fine of $150, removal of the culvert and planting of 4 trees.  The motion passed unanimously.

8:00 – REPAIR OF DRAINAGE STRUCTURE, GERI’S BROOK AT BIKEPATH – NOTICE OF INTENT

Ms. Beckwith presented this project to the Commission.  The filing was made my the Town Engineer.  Ms. Beckwith explained the proposed work.  The Commission had more questions regarding the drainage structure (does it have a trash rack, is the top level with the bikepath, does the 18” pipe from Bow St. get replaced or does it remain as is) and requested a maintenance schedule.

White/Tremblay motioned to continue the hearing to 10/4/01 at 7:45pm in order to get answers to the remaining questions.  The motion passed unanimously.

8:30 – REGULATIONS

Mr. Stevens presented the edited regulations to the Commission.  

White/Wallace motioned to accept the revisions to the regulations.  The motion passed unanimously.

MISCELLANEOUS, CONTINUED

Tremblay/Wallace motioned to accept the minutes of 8/16 and 9/6.  The motion passed unanimously.

Town Day was a success.  The Commission had a good response to the idea of the Land Steward program, modeled on Lexington’s.  Ms. Beckwith forwarded the names to the Open Space Committee.  We will coordinate to initiate this program.  

The Great Meadow report will be copied and distributed soon.  The meeting for this report is being planned for the evening of October 16th in the Robbins Library community room.

Mr. Stevens will draft a letter of support for the recently completed update of the Open Space Plan.

The Commission voted to convene at approximately 9:30pm.
