ARLINGTON CONSERVATION COMMISSION
MINUTES
OCTOBER 18, 2001
Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex. Present were Nathaniel Stevens, Judith Hodges, David White, Geraldine Tremblay and Christine Wallace of the Commission. Ron Sender of 31 Walnut St. and another resident had questions regarding the work on the drainage structure on the bikepath. Leonard and Susan Connaughton of 62 Hutchinson Rd were also in attendance.
MISCELLANEOUS
The owners of 62 Hutchinson Rd came to discuss the Enforcement Order issued 10/5/01 by the Commission. They would like to find a financially feasible solution to rectify the situation. The Commission agreed that they would consider a sketched proposal submitted by the owners to include a new stream bed and plantings of native evergreens. Mr. and Mrs. Connaughton agreed to return to the Commission with a sketch plan on November 15 at 7:30pm.
7:45 – REPAIR OF DRAINAGE STRUCTURE, GERI’S BROOK AT BIKEPATH – NOTICE OF INTENT
Ms. Beckwith forwarded the request from the Town Engineer to continue the hearing due to possible project modifications.
Tremblay/White motioned to continue the hearing to 11/1/01 at 7:45pm. The motion passed unanimously.
Two residents had questions on the previously submitted proposal and Commission answered their questions to the extent possible in the absence of the applicant. Remaining questions are: Will the pipes that are tied into be increased in size?, Will the new trash grate be installed on a slant to allow trash to rise up the structure as water levels rise?, Can large riprap be placed between the wing walls to prevent erosion?, How long will the bikepath be under construction?

The residents also noted that the eroded sites along the bikepath that Metromedia was supposed to repair have not been as of mid-October. Haybales and siltfence also have not been removed. Ms. Beckwith will phone Ms. Barron and draft a letter.
Ms. Beckwith described the 10/10 site walk at Mt. Pleasant Cemetery the site was mostly graded with a large stockpile placed on the back corner, near the wetland. The contractor agreed to place a double barrier between the pile and the wetland. The contractor will call to have a site walk to confirm the location of the placement of jute fabric on the bank of Mill Brook. Ms. Tremblay would like to attend this inspection. Mr. Bento just informed the Commission that a headwall of the bridge over the Mill Brook is in great need of repair so they will file a permit for this work immediately and have the same contractor do the work.
Tremblay/Hodges motioned to approve the letter of support for the recently completed update of the Open Space Plan. The motion passed unanimously.
Ms. Hodges agreed to attend a meeting of the Capital budget planning committee on 10/25/01. Ms. Beckwith will forward her the supporting materials.
Tremblay/Wallace motioned to approve the 9/20 and 10/4 minutes. The motion passed unanimously.
The Commission discussed the meeting on Great Meadows that we held 10/16. Attendance was low. Karen Mullins, Conservation Agent, Lexington, called to invite us to present our report to the Citizens for Lexington Conservation on November 13, 7:30pm. We will ask Frances Clark to present the report to them.
Tremblay/Hodges motioned to approve the meeting schedule for 2002. The motion passed unanimously.
Ms. Wallace reported on the Spy Pond Committee meeting. A large grant was obtained from the state for water quality treatments, installation of innovative BMPs (leaching basins), stenciling/signs at stormdrains and public education. A large volunteer effort is required. The Park rehabilitation is a separate project and will include the erosion control plans. They need to include site drainage.
Ms. Beckwith announced that there is a nature walk at the Alewife Reservation on Friday, 10/19 at 1pm led by Peter Alden.
Ms. Beckwith announced the annual meeting of the Mystic River Watershed Association on Tuesday, October 23, 2001 at Tufts University.
The Commission voted to convene at approximately 10:15pm.
