ARLINGTON CONSERVATION COMMISSION
MINUTES

NOVEMBER 15, 2001

Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex.  Present were Nathaniel Stevens, Judith Hodges, David White, and Christine Wallace of the Commission.  Ron Sender of 31 Walnut St. and Ted Packard were present regarding the work on the drainage structure on the bikepath.  Leonard Connaughton of 62 Hutchinson Rd was also in attendance.

7:30   62 Hutchinson Rd –

Mr. Connaughton submitted a drawing of work proposed to address the Enforcement Order issued 10/5/01 by the Commission.  The Commission will issue a new Enforcement Order that is modified slightly to reflect the proposed work:  all work will be due by May 1, 2002, replacement plants will include spruce, hemlock, fir or pine, the path of the stream may meander from the previous route, the old pipe may be abandoned in place.

White/Wallace motioned to accept the proposed changes to the Enforcement Order.  The motion passed unanimously.

7:45 – REPAIR OF DRAINAGE STRUCTURE, GERI’S BROOK AT BIKEPATH – NOTICE OF INTENT

Ms. Wallace discussed the drainage calculations with the Town Engineer and discussed other aspects of the project and presented this information to the Commission.  The new grate on the structure will be made of rebar and be located on the sloped face of the wing walls.  The drainage structure will now be 10 feet by 10 feet with a 5 foot deep sump.  The Commission might hold another site walk if necessary.

Hodges/White motioned to continue the hearing to 12/6/01 at 7:45pm.  The motion passed unanimously.

MISCELLANEOUS

The eroded sites along the bikepath have not been repaired.  Haybales and siltfence also have not been removed.  Ms. Beckwith will phone Ms. Barron of Metromedia.

Mr. Stevens is drafting the 11/1 minutes.  

Ms. Hodges will conduct a site walk at 12 Mystic Bank in order to inspect their dock and plantings required in their permit.

Mr. Stevens will review a letter regarding permits for existing docks.

Ms. Hodges reported back on the Capital Budget meeting.  They had questions regarding the Cookes Hollow work we requested money for.  The files for this project need to be reviewed.

The Commission would allow the dead tree on the Kilsythe conservation land to be cut down and left on the property, the stump may be left as tall as is feasible and safe.  Ms. Beckwith will forward this request to the Tree Warden.

Mr. White conducted site walks on 11/14/01 to Thorndike field and the Mt. Pleasant Cemetery.  His observations:  
-The sod has been placed on the new soccer fields and there has been regrading in the vicinity of the culvert going under Rt. 2.  There is a lot of gravel clogging the culvert and bare soil next to this.  
-At the Cemetery, the drainage swale has been constructed, new plantings have gone in, some of the blueberries in the back of the site were not healed in well.
Ms. Beckwith will contact the contractors of both projects.

The consultant for the Archdiocese contacted the Commission regarding filing dates for the Poet’s Corner development.  The Commission will request their own consultant for the review of this ANRAD.   

The Commission voted to convene at approximately 9:45pm.
