ARLINGTON CONSERVATION COMMISSION
MINUTES

MAY 9, 2002

Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex.  Present were Nathaniel Stevens, David White, Christine Wallace, Catherine Garnett and Judith Hodges of the Commission.  Timothy Sullivan of the Commission was not present due to work conflict.   Andy Mass and Ray Aaronian were present for the discussion of 8 Mystic Bank.  Joseph Rossi, contractor and Inez Hatfield, owner, represented 83 Sunnyside.  Russell and Sylvia Sherriff, owners, and Bob Hillson, represented the 22 Mystic Bank project.  Clarissa Rowe presented the Hills Pond at Menotomy Rocks Park proposal.  Also present were Toshihiro Katayama, George Sarkisean, Bob Calautti and Jerry Ingemi.

7:30pm   MISCELLANEOUS –

White/Wallace motioned to approve the minutes of 5/2 with minor edits; motion passed unanimously.

7:45pm    UPPER MYSTIC LAKE, working session to discuss aquatic weed control program

This session was rescheduled at Mr. Braun’s request to June 6 at 7:45pm.

MISCELLANEOUS, CONT.-

The Commission discussed the condition regarding removal of the large silver maple at 8 Mystic Bank.  Ms. Garnett inspected the tree on 5/9/02 and discussed the conditions with Tom Ryan, the landscape architect.  Her conclusion was that the tree should be removed.  Her recommendation was that two larger caliper, non-ornamental trees be planted that will eventually grow to large height to replace the large silver maple.  These new trees should be sited further away from the house and closer to the lake.

8:00pm  22 MYSTIC BANK, NOTICE OF INTENT for replacement dock

Mr. Hillson presented the proposed new dock made of aluminum, with removable sections and footings.  The large central section has retractable wheels.  The new dock will be stored adjacent to the house.  
Mr. Sherriff gave the Commission photos dated April 30 of the drawdown at Mystic Lake and possible sewage contamination.    The photos also show the significant amount of siltation that occurs at the outlet of Mill Brook into the Lake.

Wallace/Hodges motioned to approve the new dock as proposed; motion passed unanimously.

8:15       HILLS POND, MENOTOMY ROCKS PARK – working session to discuss possible permit amendments to permit for wall repair

Ms. Rowe presented a list of work that includes items such as path edging and regrading, well pipe repair, regrading around eroded drainage structures, cleaning of the treatment wetland.  These items will be formally presented to the board for the permit amendment.

8:30pm  83 SUNNYSIDE AVE., REQUEST FOR DETERMINATION OF APPLICABILITY for a small addition –

Mr. Stevens reopened the hearing continued from 5/2/02.  The Commission conducted a site walk on  May 7, measured the work area and concluded that the proposed work would likely displace less than 1 cubic yard.  

Garnett/White motioned to find that although the work is within a jurisdictional area that it will not significantly alter that resource and therefore the work does not require the filing of a Notice of Intent; motion passed unanimously.
  
MISCELLANEOUS, CONT.-
The clean up at Meadowbrook Park on May 4 was very successful.   It was lovely weather and we observed at least 20 birds.  A couple asked if we would consider the donation of a memorial bench on the Conservation easement in the cemetery.  The members present at the cleanup thought that it would be a lovely idea.

The second installation of drain markers at Spy Pond will take place on May 11 at 10am meeting at Menotomy Rocks Park.  

The overflow pipe at the tiger cage drainage structure along the Bikepath will be installed soon.  Security Fence has moved back from its encroachment next to Bow St.  The area will be relandscaped.   Mr. White will contact Metromedia about the restoration work they were asked to do from the flooding last year.  

The Commission discussed the purchase of wooden posts to mark Conservation areas.

The Commission voted to convene at approximately 10pm.
