ARLINGTON CONSERVATION COMMISSION
MINUTES
OCTOBER 3, 2002
Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex. Present were Nathaniel Stevens, David White, Timothy Sullivan, Catherine Garnett, and Christine Wallace. Judith Hodges of the Commission was not in attendance. Mark Connaughton and Gary Larson were present to discuss work at 22 Mill St. Clarissa Rowe and Maryanna Foskett of the Friends of Menotomy Rocks Park were present to discuss work at Hills Pond.
7:30pm MISCELLANEOUS –
Sullivan/Wallace motioned to approve the 9/19 minutes as written; motion passed unanimously.
A letter of resignation was received from Geri Tremblay due to a family illness. A position is now open on the Commission. Cover letters and resumes will now be accepted and copies should be sent to Phil Farrington, Town Manager and Cori Beckwith, Administrator, Conservation Commission, Town Hall, 730 Massachusetts Ave., Arlington, MA 02476.
7:45pm – 22 MILL STREET, DISCUSSION AND WORKING SESSION
Mr. Connaughton brought photos of the building and discussed the need to maintain the wood window frames on the building. He proposed that the work be done over a drop cloth to protect the Mill Brook.
Garnett/White motioned to issue a letter approving of this work; motion passed unanimously.
Mr. Larson described additional work to the parking deck and the reconstruction of the parking area across Mill St from the building. The Commission advised that this work will require a permit.
8:15pm – HILLS POND, CONTROL OF INVASIVE PLANTS
Ms. Rowe and Ms. Foskett described the need to remove poison ivy, Japanese knotweed and Purple Loosestrife from areas near the pond that are also next to the paths. They wish to employ Aquatic Control Technology in the application of Rodeo for this work. The areas are very small, discrete locations.
This work will be amended to the previous aquatic weed control project permit #91-152 for Hills Pond, on October 17 at 8:15pm.
MISCELLANEOUS, CONT. –
The Commission conducted a site walk on 9/30/02 with Chuck Katuska from ESS, Inc. for the Winchester Country Club. They discussed the installation of a well and pipelines near the Lower Mystic Lake.. The Commission also confirmed that no work had been completed on the old permit 91-82. The new permit request for this work will be on October 17 at 7:45pm. White/Sullivan motioned to issue a Certificate of Compliance that states that no work has been done on permit #91-82; motion passed unanimously.
Ms. Beckwith will go to Amherst on 10/4 to purchase Sand Bar willows for planting on the embankment near the weir at Meadowbrook Park. The planting will take place on Monday 10/7/02 at 9 am.
The Commission asked that the plans for 4 Mystic Bank be corrected to reflect the existing conditions of the placement of the dock. The Commission received the corrected plans. While/Sullivan motioned to issue a partial Certificate of Compliance since the work to reconstruct the lake wall has not been completed; motion passed unanimously.
The Conservation Commission is in receipt of a letter from Algonquin Gas responding to our request for additional information.. Ms. Beckwith will copy and distribute to the Commission, neighbors and Rep. Marzilli.
Ms. Garnett donated her time and skillfully drafted hardscape/landscape plans for the Bow St. entrance to the bikepath. The plans are going to be forwarded to the neighborhood and the bikeway committee for input and support. Mr. White will forward the plans.
Announcements:
The Conservation Commission will hold a fall cleanup of the Window on the Mystic on Saturday, October 26th at 10am.
The Arlington Land Trust’s annual meeting will be held at 7pm, Monday, November 18 at the Robbins Library.
The final meeting regarding MDC’s Alewife Reservation Master Plan, “Preferred Alternative” will be held on November20th, 7-9pm, Temple Beth El, Belmont
The Commission voted to convene at approximately 9:30pm.
