ARLINGTON CONSERVATION COMMISSION
MINUTES
FEBRUARY 6, 2003
Mr. Stevens called the meeting to order at 7:30pm at the second floor conference room of the Town Hall Annex. Present were Nathaniel Stevens, David White, Timothy Sullivan, Christine Wallace, Catherine Garnett and Judith Hodges of the Commission. Kevin O’Brien, Assistant Planning Director and Kyle Zyck, landscape architect with Carol R. Johnson Associates presented information for Reeds Brook park. Robert Clarke from J. Crowe Associates and Stefan Chaires from DRA Architects represented the Dallin School project.
7:30pm MISCELLANEOUS –
White/Sullivan motioned to approve the 1/16/03 minutes with minor edits; motion passed unanimously.
Fiscal – White/Wallace motioned to pay Aquatic Control Technology $850 for work at Meadowbrook Park; motion passed unanimously.
White/Garnett motioned to pay Aquatic Control Technology $14,890 for work at the Arlington Reservoir; motion passed unanimously.
7:45pm REED’S BROOK – working session to review landscaping plans
Mr. O’Brien explained that the final grading and landscaping will be conducted this coming season.
The landscape architect explained some of the concepts in the design (meadow areas, conservation areas, lawns, paths, playing fields, detention basin) and presented the Commission with a list of potential plants and seeds to be used. The plant selection will be controlled by the function of the spaces and to maintain the integrity of the landfill liner and detention basin liner. The wetland replication is going to proceed as soon as the weather permits and is a separate design from this final landscape design. Other design items were discussed; dog park, tot lot, skate park, community gardens, parking lot, existing wetlands.
In a related matter, the fifteen (15) replacement trees for moving the house to 36 WRIGHT ST. are to be planted in the section of the park that leads to the Wright St entrance. When the plan for this work is submitted, the Commission will vote whether to approve this work.
8:30 DALLIN SCHOOL – REQUEST FOR DETERMINATION OF APPLICABILITY
Mr. Clarke presented the revised design of the new school building and landscaping features. The resource area is a small drainage swale to the rear of the property.
Sullivan/Hodges motioned to approve the new Determination of Applicability that the project is within a jurisdictional area (Buffer Zone) but will not impact that area; motion passed unanimously.
MISCELLANOUS, cont.
White/Wallace motioned to affirm the issuance of enforcement letters regarding dumping of snow into Geri’s Brook to owners of the Menotomy Village shopping mall at 14 Park Ave and the Viking Ct. Apartments; motion passed unanimously.
Mr. White agreed to inspect the sites again to see if there is still snow mounded in the two areas. Ms. Beckwith will draft a letter to the newspaper with guidelines on how to dispose of snow and will contact the above property owners to submit snow management plans.
The Commission will attend a meeting with the Finance Committee to defend its budget on Wed, 2/26.
Ms. Wallace will attend a meeting on the Spy Pond grant from DEM with the Planning Dept.
Ms. Beckwith will issue a letter of approval for the landscaping plan at 14 Thesda St.
Ms. Beckwith reported that the house at 25 Locke Street had received a permit for the house addition in 1986.
Ms. Beckwith received a call from a resident that work was going on at 42 Westminster Ave, adjacent to conservation land at Mt. Gilboa. Mr. White said that he would try to go look at the site.
The Commission voted to convene at approximately 10:30pm.
