ARLINGTON CONSERVATION COMMISSION
MINUTES
AUGUST 28, 2003
Mr. Stevens called the meeting to order at 7:30pm in the second floor conference room of the Town Hall Annex. Present were Nathaniel Stevens, David White, Timothy Sullivan, Catherine Garnett, Christine Wallace and Judith Hodges. Rachel Rock and Ellen Reed of Puddlestompers were present. Payson Whitney of ESS Group, Inc. and Paul Lazar of Winchester Country Club were present. Brian Rehrig of the Arlington Land Trust was present. Don Bitters of the Park and Recreation Commission, Charlotte Cogswell and Kate Thompson of Carol Johnson Associates, Rick Gorman, Betsy Leondar-Wright, Jeff Thielman, Elizabeth Karpati, Roger Dempsey, Steve Reynolds, Lisa Reynolds were present for the discussion of Spy Pond park.
7:30pm MISCELLANEOUS –
White/Hodges motioned to approve the 6/19 and 7/24 minutes with minor edits; motion passed unanimously.
Fiscal: the MACC dues were due and will be processed, filing fee and education fund checks will be deposited.
The Commission met with Ms. Rock and Ms. Reed to discuss their environmental education program called Puddlestompers. The Commission discussed allowing the group to hold classes on public lands in town and offer our support to this program. Puddlestompers would also like to enter into an agreement with the Commission to donate some of its profits to the Commission for land management. White/Hodges motioned to support and cooperate with Puddlestompers to hold outdoor classes on public lands in Arlington; motion passed unanimously.
7:45pm – SPY PON D PARK RESTORATION – working session
Mr. Bitters introduced the consultants who presented the drafted plan to control erosion, install a boat launch at Pond Lane and install new paths, plants and drainage at the park.
The area of the boat launch is potentially habitat to a rare sedge and the Natural Heritage program will come for a site walk in September or October to look for it. The paths will be of stabilized porous aggregate.
This permit will be filed as son as November for construction next spring.
8:30pm – CERTIFICATE OF COMPLIANCE – 36 WRIGHT ST.
This action was postponed since the final information hasn’t been received.
8:45pm – WINCHESTER COUNTRY CLUB – working session
Mr. Whitney described the proposal to repave the whole lower parking lot instead of trenching and patching. Erosion controls will be installed at the limit of work. Mr. Lazar and Mr. Whitney agreed to install a small gravel swale at the edge of the lot, to help reduce runoff and increase infiltration.
White/Garnett motioned to approve the revision in the work plan as proposed; motion passed unanimously.
Mr. Whitney described that the well project is due to commence in late September and will call to schedule the pre-construction site visit.
OTHER BUSINESS, CONT. –
Brian Rehrig, Treasurer of the Arlington Land Trust (“ALT”), returned to discuss with the Commission the idea of a Conservation Fund to fund or support projects on Town conservation land. Ms. Garnett is drafting a press release for this.
The Commission signed a letter accepting the Central Street conservation land from Adamian Construction and Development Corporation. This letter will be record with the Registry to formalize this as public land. Ms. Beckwith took some photos of this land and has it in the file as well.
The Commission discussed the Town Day booth to coordinate schedules.
The Commission voted to convene at approximately 10:45pm.
