ARLINGTON CONSERVATION COMMISSION
MINUTES
DECEMBER 16, 2004
Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex. Present were Catherine Garnett, Judith Hodges, Nathaniel Stevens, William O’Rourke and David White of the Commission. Ellen Reed and Timothy Sullivan of the Commission were absent.
7:30 p.m. - COMMISSION BUSINESS
Fiscal - White/O’Rourke motioned to approve the reimbursment of Ms. Beckwith for $53.69 for office supplies; motion passed unanimously. Ms. Beckwith will attempt to process the bills and check deposits as well as manage the accounts.
Hodges/O’Rourke motioned to approve the 11/18 minutes; motion passed unanimously.
The Commisson is currently drafting a revision to the local wetlands regulations regarding wetland replication and vernal pools along with other minor edits. The public hearing on this topic notice for the hearing will be posted soon.
The 2004 annual report is due January 15, 2005.
The Commission discussed the volunteer work application and questions regarding juveniles, adult supervision of juveniles, safety, liability and supervision by the Conservation Commission.
The Commission is in receipt of a letter from the consultant for the Arlington Reservoir Dam project regarding minor revisions to the wetland impact areas. The changes will result in a smaller area of wetlands disturbed. The Commission is attempting to organize a replanting plan for the Reservoir for areas such as the old stump dump location. When at a site walk for this, the Commission noticed that the Drake Village apartments have recently paved in the Buffer Zone of Sickle Brook. This is probably located in Lexington. Ms. Beckwith was directed to look for any existing old permits for Drake Village which is at least partially in Arlington as well as contact the Lexington Conservation Commission and consider joint enforcement to remove this paving back 10 feet and reslope the area.
Enforcements
8 Mystic Bank - The Commission discussed the installation of a wooden fence at the property line between 8 and 12 Mystic Bank. The fence as it is constructed is a barrier to wildlife in the Buffer Zone to Mystic Lake and therefore not acceptable to the board.
335 and 339 Mystic - The Town’s legal consultant will soon send letters to the owners.
Ms. Beckwith sent a letter to the editor on snow disposal in or near waterways, published in the 12/9 Arlington Advocate.
The Commission voted to convene at approximately 10 p.m.
