ARLINGTON CONSERVATION COMMISSION
MINUTES

SEPTEMBER 23, 2004

Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex.  Present were Timothy Sullivan, David White, Judith Hodges, Catherine Garnett, Nathaniel Stevens, Ellen Reed and William O’Rourke of the Commission.  Also present were Don Swift to discuss the work at 5 Parker Rd and George and Lori Lake of 18 Sheraton Park.


7:30 p.m.  - COMMISSION BUSINESS

Enforcements
33 Ryder St -  Ms. Beckwith, Mr. White and Mr. Stevens of the Commission will conduct a site walk of Lalicata Landscaping on October 13, 2004 to confirm compliance with the Wetlands Protection Act and the Arlington Wetlands Bylaw.

12 Mystic Bank – The Commission will remind Ms. Lectenberg that in order to avoid further enforcment action that tree replacement is needed this fall.

53 ½ Park Ave – Ms. Hodges reported that hose, tires and gasoline containers are all still located with the shed which was constructed immediately adjacent to and block our Conservation land parcel and with the Buffer Zone to Mill Brook and therefore should have obtained a permit for this work.

7:45pm – 5 PARKER RD – REQUEST FOR DETERMINATION OF APPLICABILITY for second floor addition to an existing house within the Buffer Zone to Upper Mystic Lake

Mr. Swift explained that there will be no change in the footprint of the house and no machinery will have access to the yard between the house and the shoreline.

White/Reed motioned that while the work is within a jurisdictional resource area, Buffer Zone, that the work will not impact the resource area and that no further permit is required; motion passed unanimously.
8:15pm –18 SHERATON PARK– working session for reconstruction of existing shoreline stone wall

Mr. Lake explained the poor condition of the existing stone wall.   The wall is 2.5 feet tall, one foot thick and runs for approximately 100 feet.   There are a set of stairs.

The Commission proposed the use of weep holes, a footing and silt fence within the waterway during construction.  The proposal should also describe where the concrete/mortar is prepared, washed out and what equipment will be used.

The Commission recommended that a Notice of Intent be filed for this work.

COMMISSION BUSINESS, CONT.

The Commission reviewed a Conservation Land Project Application form and discussed the following issues and concerns: adult supervision, over-zealous clearing, inappropriate use of tools and protection, permits, first aid, access to a car and cell phone, and revegetation of slope.

Mr. Stevens directed Ms. Beckwith to collect some more information regarding the FEMA floodplain study.  Within the information coming out on the redevelopment of the Arthur D. Little property from the owner, Bulfinch, FEMA has released preliminary results of the revised 100 year floodplain along the Alewife Brook and Little River.  This revised floodplain is proposed as approximately 2.4 feet higher than the 1982 floodplain.  The floodplain in East Arlington, Belmont and Cambridge will be much larger than outlined by the previous information.

The Commission voted to convene at approximately 10 p.m.
