ARLINGTON CONSERVATION COMMISSION
MINUTES

FEBRUARY 17, 2005

Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex.  Present were Catherine Garnett, Judith Hodges, William O’Rourke, Ellen Reed, Nathaniel Stevens, and David White of the Commission. Timothy Sullivan, of the Commission, was absent.  Also present was Jessica Adams.  

7:30 p.m.  - COMMISSION BUSINESS

Ms. Beckwith reviewed the wetland replication plan for the Arlington Reservoir Dam project and recommended that three 2-ft. diameter stones be placed between the replication area and the emergency spillway since this will be maintained/mown.  White/Reed motioned to accept the wetland replication plan as amended with the stones;  motion passed unanimously.

The Commission discussed whether a new filing is required for aquatic weed treatment in Spy Pond.
The Commission needs to review the file and will reconsider the question on 3/3.

7:45pm   - REVISION OF BYLAW REGULATIONS –
White/O’Rourke motioned to continue this to 3/3/05 for further consideration; motion passed unanimously.

8pm – CERTIFICATE OF COMPLIANCE for 19 Massachusetts Ave., DEP File No. 91-133

Ms. Beckwith reported on the 2/15/05 site walk that was attended by Mike Perrault of PMP Associates and Elsie Fiore.  She explained the submitted as-built plans to the Commission.  Mr. Stevens asked that as-built plans of the flood storage chamber also be submitted.  The easement for the storm drain at the rear of the property is being signed and recorded.

White/O’Rourke motioned to continue this to 3/3/05 in order to consider the requested information; motion passed unanimously.

OTHER COMMISSION BUSINESS-

The Commission discussed work that is proposed at 26 Frazer Rd.  The owners are proposing an addition to the rear of the house and the Mill Brook enters a culvert nearby.  The Commission measured the distance to the culvert and the proposed work is just beyond the 100 foot Buffer Zone.  The culvert is just over 200 feet long, therefore there is no Riverfront Area on the parcel.  Ms. Beckwith will contact the owner.

The Commission voted to convene at approximately 10p.m.
