ARLINGTON CONSERVATION COMMISSION
MINUTES

MAY 19, 2005

Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex.  Present were Nathaniel Stevens, David White, Catherine Garnett, Ellen Reed, Judith Hodges and William O’Rourke of the Commission.  Timothy Sullivan of the Commission was absent.  Anne and Philip Thompson of 14 Cottage Ave were present.

7:30 p.m.  - COMMISSION BUSINESS

Reed/White motioned to approve the 5/5 minutes with minor edits; motion passed unanimously.

7:45pm   14 COTTAGE AVE - NOTICE OF INTENT for demolition and construction of a single family house adjacent to Alewife Brook

Mr. Stevens reopened the public hearing that was continued from May 5.  The Thompsons had submitted an alternatives analysis and design change which was also forwarded to DEP.  While DEP has assigned a file number, 91-179 to this project the submittal was still under review.

The alternatives analysis outlined the need for the garage to be located in the proposed location since the driveway (only access to the rear lot) was located at this end of the lot.  The Thompsons proposed to create more of an enclosed carport with footings and slab rather than full concrete retaining wall footings.  The footings would have the advantage of only impacting the silver maple’s roots in spots.  The carport would also have flood openings in the bottom portion of the walls to allow flood waters to enter and leave the garage during a flood event.

The Commission discussed the height and dimension of the openings.  During this discussion, Mr. O’Rourke volunteered to spot survey from the hotel property to the silver maple to give us an idea of site elevations for these openings.

White/O’Rourke motioned to continue the hearing (with the consent of the owners) to 6/2 at 9pm when it is expected that the DEP comment will be on file and the survey will be completed; motion passed unanimously.

Enforcements:

335 Mystic St -
Enforcement issued 4/1/05.  
Response 4/4/05 to submit plans by 4/25/05
Enforcement reissued 4/7/05 with revised planting deadline of 5/19/05
Planting plan received 4/25/05, presented to Commission on 4/28/05.  The Commission discussed the use of Nishiki Willow and Sparkle Berry tree, and the need for the genus species of these plants.

Dudley St –site visit required
17 Mill St – the property is also sweeping sand down the embankment next to Mill Brook.  Mr. Stevens has photos of the embankment on file.

The Commission voted to convene at approximately 9:30 p.m.
