ARLINGTON CONSERVATION COMMISSION
MINUTES

JUNE 16, 2005

Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex.  Present were Nathaniel Stevens, David White, Ellen Reed, Judith Hodges and William O’Rourke of the Commission.  Catherine Garnett and Timothy Sullivan of the Commission were absent.  Anne and Philip Thompson of 14 Cottage Ave and Dave and Linnea Berggren of 2 Reservoir Rd were present.

7:30 p.m.  - COMMISSION BUSINESS

O’Rourke/White motioned to reimburse Ms. Beckwith 108.87 for office supplies purchased on June 13, 2005; motion passed unanimously.

Reed/O’Rourke motioned to reimburse Ms. Beckwith 59.05 for office supplies purchased on November 18, 2004; motion passed unanimously.

White/Reed motioned to pay the MACC dues of $345 for the year ‘04-’05; motion passed unanimously.

White/O’Rourke motioned to approve the 5/19 minutes as written; motion passed unanimously.

Mr. O’Rourke agreed to review the Draft Environmental Impact Report for the Cambridge Discovery Park redevelopment project.  Ms Beckwith has started to draft a comment letter and is seeking other input from the board.  The comment will also be coordinated with that from other town offices.

7:45pm   14 COTTAGE AVE - NOTICE OF INTENT for demolition and construction of a single family house adjacent to Alewife Brook – continued from 5/19/05

Mr. Stevens reopened the public hearing.  Mr. O’Rourke, working with Philip Thompson, completed a bench run from the rear of the 19 Massachusetts Ave property to the proposed garage addition.  The measured elevation of the ground surface was from 8.26 to 8.36 ft.  This is well above the 7 ft elevation of the 100 year floodplain.  

Mr. O’Rourke was in contact with Derek Standish, the DEP reviewer, to approve this method of checking for the floodplain elevation.  He also forwarded the resulting report to Mr. Standish.

The Commission discussed that the Order of Conditions should include the findings that the BLSF on Appendix A is not accurate and that the garage is enclosed and is not an open carport

White/O’Rourke motioned to close the hearing; motion passed unanimously.
O’Rourke/White motioned to issue an Order of Conditions for the proposed work; motion passed unanimously.
8:15pm  2 RESERVOIR RD – working session regarding proposed addition within Buffer Zone to Geri’s Brook

Mr. and Mrs. Berggren presented architectural drawings and landscaping plans for a two story addition on their lot which is within the Buffer Zone of the start of Geri’s Brook.  The work also includes a new deck.  The existing yard in the location of the addition and deck is currently lawn with a few old lilac bushes.  The owners will install erosion controls to the rear of their lot to prevent any siltation towards the bikepath and the brook.  The landscape plan is very detailed and very well organized.

The project will be submitted as an RDA at a hearing on July 14, 2005.

OTHER COMMISSION BUSINESS-
Enforcements:
22 Nourse St – the owners installed new siltation fence (observed in place on 6/16/05) along the slope to Geri’s Brook.  The Commission will draft a compliance letter in response to this action.

The Commission voted to convene at approximately 9 p.m.
