ARLINGTON CONSERVATION COMMISSION
MINUTES

JULY 14, 2005

Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex.  Present were Nathaniel Stevens, David White, Catherine Garnett, Ellen Reed, Judith Hodges and William O’Rourke of the Commission.  Timothy Sullivan of the Commission was absent.   Linnea and David Berggren of 2 Reservoir Road also attended.

7:30 p.m.  - COMMISSION BUSINESS

Mr. White had responded to an inquiry from the owners of 22 Mill Street about what permitting was needed for installation of utility lines to their parking lot across Mill Brook from the building.  Mr. White would call to arrange a site visit for when Conservation Administrator Beckwith returned.

Mr. Stevens updated the Commission on a message from Director of Public Works John Sanchez concerning the Reservoir Dam Rehabilitation Project.  Some hazardous soil had been found and, due to off-site disposal costs, the Town would like to encapsulate the material on the site.  The Commission asked for more information and Mr. Stevens said he would ask Mr. Sanchez for a sketch.

Several Commission members noted that the poison ivy was very bad at the Res. where the Reservoir Dam Rehabilitation Project was ongoing, and that it should be managed.

Mr. White presented a request from the U.S. Geological Survey to install a stream gauge in the Alewife Brook to collect data (water quality and water quantity).   White/Reed moved to send a letter to USGS approving the installation and asking that USGS inform the Commission when the gauge is installed and to share data; such letter would be similar to that sent to Tufts University in response to a similar request (see February 28, 2002 meeting minutes).  Motion passed unanimously.

8:00 pm 2 RESERVOIR RD – REQUEST FOR DETERMINATION OF APPLICABILITY for construction of a two story addition and deck within the Buffer Zone to Geri’s Brook

The owners of 2 Reservoir Road (also borders on Nourse Street) presented their proposed landscaping plan and addition to the existing home.  Commission reviewed plans and a comprehensive plant list.  Applicant/owners agreed to install a silt fence along all of the southern property line except where a path next to the garage leads to the Minuteman Bike Path.

White/O’Rourke moved to issue a Determination of Applicability that the work, with the proposed siltation fence along the southern property line except for near the path to the bikeway, is within the Commission’s jurisdiction but would not alter any resource areas, and, as such, a Notice of Intent need not be filed.

The Commission voted to convene at approximately 8:30 p.m.
