ARLINGTON CONSERVATION COMMISSION
MINUTES

FEBRUARY 2, 2006

Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex.  Present were Timothy Sullivan, David White, William O’Rourke, Ellen Reed, Judith Hodges and Catherine Garnett of the Commission.   Corinna Beckwith, Administrator, was not in attendance.   Anya Wittenborg attended for the project at 147 Thorndike.  David and Macee Damon attended to discuss work at 54 Brattle St.

7:30 p.m.  - COMMISSION BUSINESS

O’Rourke/White motioned to approve the 1/19/06 minutes with minor edits; motion passed unanimously.

The board discussed plans for the next annual Land Stewards meeting.

Mr. O’Rourke reported on attending the meeting regarding the Aberjona River flood projects, and wishes to comment on the DEIR when it is filed February 15.

Ms. Garnett needs to meet with John Sanchez, DPW Director, regarding the Reservoir planting plan.  She needs a copy of the Order of Conditions to reference.   

7:45 pm –NOTICE OF INTENT for pathway work at the Alewife Reservation

This hearing was continued at the applicant’s request to March 9, 2006 at 8pm.

8:15pm – NOTICE OF INTENT, 147 THORNDIKE ST

Mr. Stevens opened the hearing by the reading the public notice published in the Arlington Advocate.  No DEP file number had been received, and the applicant had not sent abutter notices via certified mail.  The applicant said it would hand deliver notice to the abutters so they could come to the next hearing.

The proposed addition is proposed to be 15 by 25 feet to the existing 2-family home.  The addition will be on a slab and have no basement.  The work will be in the Buffer Zone only to the wetland.  The surveyed plot plan shows that the work is not within the Floodplain.

The last filing by this applicant was for a fence.  The lot is fairly level and not erosion controls are proposed for the work.  The staging area for the work will be in the driveway.  Any soils, from excavation work, must be covered and secured.  No soil or contaminating material shall be stored in this area.  

Due to the lack of a DEP file number and the abutter notification, the hearing will be continued to 2/16 at 8pm.

8:45pm WORKING SESSION – 54 BRATTLE ST

Mr. and Ms. Damon discussed work at 54 Brattle St., which is located amidst the Conservation land parcel on Brattle St.  The addition will be 675 s.f. on two floors, the north side of the building.  The landscaping will also be renovated, as the fieldstone wall is failing and the concrete steps.

The work has been approved by the Historic Commission.  They do not need a permit from the Conservation Commission.  They will need to remove two trees on the property.  

The Damons asked that the Commission inform (via email) the Building Inspectors that it is okay to proceed with the work, and to copy the owners via email.

COMMISSION BUSINESS (CONT.)

The board is reviewing new Enforcement Guidelines from DEP and will discuss these at the next meeting.

Ms. Hodges reported on the conditions found at the Park St Conservation parcel.  She found that considerable debris is again being placed on this parcel.  While the lobster crates were removed, stone and snow were plowed onto property.  Ms. Hodges observed a plow truck from Arlington Coal and Lumber dumped snow into the water along with plastic binding strips.  The board should send a letter of enforcement and Ms. Hodges will write up a report.  The board is considering placing an article in the paper.

The annual MACC conference is on March 4th.

The Commission voted to convene at approximately 9 p.m.
