Conservation Commission Minutes, April 27, 2006
ARLINGTON CONSERVATION COMMISSION
MINUTES

APRIL 27, 2006

Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex.  Present were William O’Rourke, Ellen Reed, David White, Catherine Garnett, and Timothy Sullivan of the Commission. Judith Hodges, of the Commission, was not in attendance.  Robert Keene and Al Olsen were in attendance for 17 Mill St.  Kenneth Marquis and Chuck Tirone were also in attendance.

7:30 p.m.  - COMMISSION BUSINESS

White/O’Rourke motioned to approve the 2/2/06 minutes with minor edits; motion passed unanimously.

7:45pm – 17 MILL ST – property maintenance

Mr. Stevens explained the purpose of this meeting to discuss the problem of winter sanding operations on the rear fire road of this property is running right down the stone slope into the Mill Brook.  

The building maintenance crew did install silt fence curtain along the existing metal fence but it was only slightly effective in preventing the sand from migrating.  The road has since been swept of its sand.  It was also noted that having the filter fabric in place did prevent sand from the spreader truck from being thrown directly down the slope.

Mr. O’Rourke suggested installing a 6-8 inch high curb with intermittent openings allow for drainage and these would lead to small swales to settle out the sand.  

Mr. Keene responded that they are redesigning the fence for the entire property and would include this area into the redesign.  Plans should be drawn up by 8/1/06 and they will come back for a working session on 8/3 to review these with the Commission.

COMMISSION BUSINESS (cont.)

Mr. Stevens asked the Commission to comment on an open space question, dealing with town owned lots on Pond St, on the side of the bikepath away from Spy Pond.  A few Commissioners wish to visit the lots before commenting.

Ms. Beckwith forwarded information regarding the appeal of the Alewife Path, DEP File No. 91-183.  Mr. Stevens read aloud the text of the appeal filed by Elsie Fiore.  DEP will schedule a site walk.

Mr. White discussed the latest Arlington Advocate article about selling Great Meadows to the Town of Lexington, so that they can protect it permanently as Conservation Land.
Ms. Beckwith reported that an abutter to the Window on the Mystic has asked that limbs be cut that are hanging over her roof and allowing squirrels to get into her attic.

Mr. White reported that the haybales at the Park Ave/Lowell St condo development have fallen into Geri’s Brook and that the site manager needs to be contacted.

The erosion controls at 87 Mystic St still need to be inspected.

The Land Stewards are planning to install native plants at the Ryder Street brook behind the Lalicata landscaping company in the summer.

White/O’Rourke motioned to recommend Charles Tirone to be an associate member of the Conservation Commission to the Board of Selectmen; motion passed unanimously.  

O’Rourke/Garnett motion to approve the appointment of Charles Tirone as an associate member of the Conservation Commission; motion passed unanimously.

Ms. Garnett reported on her work with the Reservoir Committee on the tree planting plan.  She is currently drafting the plan and will present it to the Conservation Commission on the 6/1 meeting.

The Commission voted to convene at approximately 10 p.m.
