ARLINGTON CONSERVATION COMMISSION
MINUTES
AUGUST 3, 2006
Mr. Stevens called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex. Present were David White, Judith Hodges, William O’Rourke, Catherine Garnett, and Chuck Tirone of the Commission. Timothy Sullivan and Ellen Reed, of the Commission, were not in attendance. Mr. Connaughton was present for the work at 62 Hutchinson St. Jon-Eric White of BSC Group was present for the decussion and vote on the Brattle St project.
7:30 p.m. - COMMISSION BUSINESS
Mr. Tirone reported on the progress to install signs at boat launching sites throughout town. He has visited almost all of the sites on his proposed list. White/O’Rourke motioned to approve the list of sites to install the signs; motion passed unanimously.
Ms. Beckwith distributed the filing materials for the pathwork at Menotomy Rocks park, that will be presented at the next meeting, August 17.
Ms. Hodges agreed to help Ms. Garnett draft an Enforcement Policy.
Ms. Beckwith presented the erosion and sedimentation control plan submitted by the site manager for 17 Mill St. The board asked Ms. Beckwith to ask them to come back to discuss the plan to include keying in the sandbags, removal of debris and other changes.
Ms. Garnett updated the board on the Arlington Reservoir planting plan. All other authorities have approved the plan, and the final bid documents are being compiled. Ms. Beckwith will contact the Lexington Conservation Office in regards to three native thornless Hawthorns that will be planted on the Lexington side of the beach area.
Mr. White reported that some kind of aquatic plant is growing in the Reservoir and that ACT should come and inspect this condition, to confirm if action needs to be taken.
Mr. Stevens reported that the developer is removing trees at the Symmes project per the development plan.
8pm REQUEST FOR DETERMINATION OF APPLICABILITY – 632 SUMMER ST for drainage outlet
The Commission reviewed the previous submittal by the Engineering department and the information provided by Mr. Lento and Mr. Bento. The drainage outlet work was not completed due to the presence of a sewer pipe. Further inspection work is ongoing to alter the connection and a solution is still being formulated. The position of the flared end that drains the back yards will not change from that proposed previously.
White/Hodges motioned to approve the work as proposed; motion passed unanimously.
8:30pm REQUEST FOR DETERMINATION OF APPLICABILITY – 62 HUTCHINSTON ST, for addition to rear of house
Mr. Connaughton presented his proposal for a two story addition to the rear of this house. The plan showed a line of erosion controls next to the intermittent stream. The board asked if the erosion controls could be placed at least 25 feet from the brook. Mr. Connaughton agreed to this change in the drawing.
Garnett/White motioned to approve the project with the change to the location of the erosion controls; motion passed unanimously.
NOTICE OF INTENT – 40-42 BRATTLE ST, hearing closed on 7/20/06
The Commission discussed the submittals from the applicant and the residents and reviewed these materials for compliance with the state wetlands protection laws and regulations.
The site was previously disturbed well before this development was proposed, with brick and stone rubble distributed throughout the area, as well as the topsoil being disturbed. The amount of disturbed Riverfront Area is not increasing.
The stormwater standards were met and calculations provided to show that there will be no increase in flows from the site, pretreatment is provided as well as infiltration. The work will be no closer to the Mill Brook than other buildings at this location (which are located immediately adjacent to the brook).
The site is not located within the FEMA floodplain but is immediately adjacent.
Due to the site’s proximity to Resource Areas, the Commission will impose a condition to restrict winter deicing treatments to just sand or MgCl (magnesium chloride) salts with no sodium salts allowed. In addition, inspections to stormwater controls are to include quarterly monitoring of Vortechnics unit, regular inspection and maintenance of the infiltration system.
O’Rourke/White motioned to approve the project with the above conditions; motion passed unanimously except for Ms. Garnett, who did not vote because she did not attend all the meetings on this project.
The Commission voted to convene at approximately 9:30 p.m.
