ARLINGTON CONSERVATION COMMISSION
MINUTES
JANUARY 18, 2007
Mr. White, acting-chair, called the meeting to order at 7:30 p.m. in the second floor conference room of the Town Hall Annex. Present were David White, Judith Hodges, William O’Rourke, Timothy Sullivan, Catherine Garnett, and Chuck Tirone of the Commission. Ellen Reed and Nathaniel Stevens, of the Commission, were not in attendance. Jason Lederer, DEP Circuit Rider, and Joey Glushko, Arlington Planning Department, were also in attendance.
7:30 pm - COMMISSION BUSINESS
O’Rourke/Hodges motioned to approve the 12/21/06 minutes with minor edits; motion passed unanimously.
O’Rourke/Sullivan motioned to approve the 1/04/07 minutes with minor edits; motion passed unanimously.
7:45pm- Discussion with Jason Lederer, DEP Circuit Rider for the Northeast Region.
Mr. Lederer presented the work that he does in the region to coordinate and disseminate information from the Commonwealth.
8pm – Stormwater Bylaw –
Ms. Glushko presented the warrant article for the Stormwater Bylaw and is asking for a formal vote to approve this version as well as approval of co-sponsoring the warrant article with the Redevelopment Board, as was done for the 2006 Town Meeting.
O’Rourke/Garnet motioned to approve the version of the bylaw as proposed by the Ms. Glushko; motion passed unanimously.
O’Rourke/Hodges motioned to cosponsor the Warrant Article for the 2007 Town Meeting with the Arlington Redevelopment Board; motion passed unanimously.
COMMISSION BUSINESS (cont.)
Ms. Garnett reviewed the Operation and Maintenance plan submitted by Carol Johnson for the Spy Pond Park project and has great concern that the proposed work is not that which can be accomplished by the Park Dept and DPW, due to downsizing of the departments. The plan needs to be realistic, and at an appropriate level for the DPW Maintenance departments. Some of the work could be done by volunteers. Estimates of manhours for this plan need to be provided. Ms. Beckwith asked that Ms. Garnett write her comments in an email that she could forward to the consultant and the town departments.
Mr. White has drafted the Request for Proposals for the work at Cookes Hollow and solicited edits from the Commission. Ms. Beckwith reported on the site walk to a residence on Russell St to discuss the placement of a rear fence. The homeowner had an engineer inspect the retaining wall and thought that significant work did need to take place.
The Commission voted to convene at approximately 9:15 p.m.
