Historical Commission Minutes 01-08-2002
Meeting of Tuesday,  8 January 2002
Whittemore-Robbins House, 7:30 PM

Call to Order: Robert Botterio presiding, with all commissioners attending-JoAnn Robinson, Jane Becker, Eric Stange, Patrick Guthrie, Pam Meister, and Michael Ruderman; also Julia Ruderman.

Review of minutes of 4 December 2001: approved, with the one correction of Mr. Stange continuing to plan for a event in March (in Reports below), not Mr. Guthrie.

Communications, from Mr. Botterio
A draft text of proposed Zoning By-Law changes has been received from the Review Committee and distributed to all commisioners.
Town Manager Philp J. Farrington has requested Annual Reports from all town departments: Mr. Ruderman to draft.
Proposed remodeling work at 32 Lake Street was deemed to be less than 25% of the facade.

Review of Projects
125 Brattle Lane/Farmers Lane (Colonial Ridge LLC) 11/99: Robinson-the farmhouse now sits upon its new foundation within the subdivision.
1167 Mass. Ave. (Mirak) 9/00: Guthrie-no further progress. Mr. Guthrie will write to the owner.
23 Maple Street (Town of Arlington)11/00: Robinson, Guthrie-work postponed.
45 Fairview Avenue (Trvalik) 12/00: Mr. Botterio will ask the owners if they want an extension on the previous project approval.
19 Winter Street (McGlashing) 2/01: Mr. Ruderman has asked Mr. Botterio to pursue the matter of completion of the work.
9 Brantwood Road (Stainton) 5/01: Botterio-reshingling finished, side porch completed, front stairway rebuilt.
34 Gray Street (Carr) 11/01: Stange-needs to inspect entire job site.
30 Academy Street [f. 20 Pelham Terrace] (McKee) 11/01: Robinson-owners have proposed numerous changes tothe work plan approved in November 2001, regarding windows, doors, and porches. Ms. Robinson will address minor changes with the owners, and refer what her judgment deems to be major changes to the commission for re-consideration.
24 Gray Street (V. Brown, W. Stewart) 12/01: Stange-needs to be inspected.

5 Brattle Court (Freedom Development): November 8, 2001
Mr. Ruderman will monitor the schedule of Selectmens meetings for their consideration of the proposal to move one of these homes.
962 Massachusetts Avenue (Rita Yegian, owner): November 8, 2001-no information.

Reports
Whittemore-Robbins House (and outbuildings): Carey-work is stalled, from a disagreement between the engineer and the contractor.
Arlington Civic Block Garden: Robinson-no winter activity on the site.
Jarvis House (50 Pleasant Street):exterior painte, but no interior work scheduled.
Updates and Expansion to Inventory: Meister, Guthrie, Stange-call remains out to all for nominations to add to the list.
Inventory of public buildings: Stange and Robinson-as above.
Education/Outreach: Stange, Botterio-no activity.
Massachusetts Avenue (Osco): Robinson-no activity.
Zoning By-Law Review Committee: Ms. Meister described the committees recent activities, culminating in the drafting of a two warrant articles for Town Meeting consideration. The first would enact the concept, and the second would apply a protective measure to certain buffer zones surrounding a handful of designated sites. There are questions, Ms. Meister added, regarding the timing of the proposal, and whether all interested parties can be allied behind a common proposal in time for the start of Town Meeting. She will invite a member of the committee to speak at our next meeting on the details of the current proposal.
Historic Districts Commission: no report.
Old Burying Ground survey and assessment-Robinson-no report.
Preservation Fund-Guthrie-no applications pendings.
Grants (Surveys and Planning): Guthrie, Stange: with the funding for the Massachusetts Historical Commission cut by one-third in the latest state budget, no staff remaining to administer Planning Grants, and no Mass. Preservation Project Funds in the pipeline, we will remove this item from consideration and our agenda.
March 2002 Event: “Murder at Harvard” broadcast: Stange-working on plans.

There being no other new business, the commission confirmed its next meeting for February 5, 2002, at this location, and closed this meeting at 9:45 pm.
