Definition
Responsible professional to work in the development, implementation and management of all aspects of Arlington’s town-wide GIS Environment. Functions independently in the design, implementation, general operational maintenance and promotion of the GIS system and its related databases. Identifies and documents all GIS related industry standards and to make recommendations to CTO on guidelines related to GIS projects; interprets and administers adopted guidelines and amends as needed. Works courteously and professionally and exercises sound judgment in the administration of his/hers duties.
Work Environment
Operates computers, plotter, printers and other peripherals, telephone, and other standard office equipment. Essential functions are regularly performed without exposure to adverse environmental conditions.
Has frequent contact with town and school departments
Errors could result in legal repercussions for the Town.
Essential Duties and Responsibilities:

Directs the development and installation of the Town’s Geographic Information Systems; oversees and administers the daily operation of the Town’s geographic information systems, including the administration of all GIS hardware and software systems and administration and maintenance of all GIS data bases. Update GIS data layers, create thematic maps and perform spatial analysis in support of Town initiatives and~as requested by Department Heads.
Coordinates, under the direction of the CTO, the product selection process including research, comparisons, vendor interviews and demos. Once product is chosen create implementation plans that include conversion tools to move from one product platform to another
Develops, and modifies as conditions change, plans for ongoing hardware/software systems maintenance, improvement, expansion and enhancement. Keeps abreast of developing technology in management information systems through membership in professional organizations, reviews current technical literature, meets with vendors, and continues education.
Provides technical assistance and training to all town departments in order to facilitate the implementation of departmental GIS initiatives; reviews and evaluates departmental proposals; and makes recommendations for modifications to enhance efficiency of proposals and to broaden their applicability to other users.
Provides assistance to departments in maximizing the utility and benefits of existing databases through the design of reports and queries. Trains users to generate these reports and queries. Assists departments in the design and development of new data base applications (including application programming); trains departmental personnel in their use; and perform other related duties as assigned.
Develops/Assists with the creation of RFP’s for outside contracts. Manages contractors in the execution of these projects.
Assists the CTO in meeting GIS project goals, analysis and mapping needs of GIS user departments.
Assists the CTO with various tasks as needed.
May make presentations regarding the town’s GIS systems and services.
Performs similar or related work as required, directed or as situation dictates.
Supervision:
Works under the general supervision of the Chief Technology Officer (CTO). Once projects are assigned and priorities are set, works independently referring only unusual situations to the CTO. Performs technical and responsible duties requiring initiative and independent judgment.
Recommended Minimum Qualifications
Education and Experience:
Bachelor’s degree in Geography or Computer Science with major coursework in GIS, geography, cartography, surveying, land sciences or related subject area; a minimum of 3 years experience in GIS systems desired, or any equivalent combination of education and experience.
Required Experience, Knowledge, Ability and Skill:
Three to five(3-5) years experience working in a municipal government environment. Four to Six(4-6) years experience utilizing ESRI’s GIS products. Familiarity with MapInfo product and the conversion of Mapinfo product data to other GIS platforms. Proficiency in GIS application programming languages/environments, e.g., Autodesk products(AutoCAD Map) AML, Avenue, MapBasic languages and VisualBasic; and working knowledge or familiarity with: image processing, GPS, CAD, MapObjects and other OLE compliant tools, SQL data base software;. One to Three(1-3) years of experience with windows networking environment and familiar with the MS Office and PC environments.
Contacts (boards & committees, vendors, general public, etc):
Required to routinely contact other Town Officials, staff, members of the general public, Engineers, agency representatives and Town Boards, Committees, and Commission members’ considerable diplomacy, sound judgment is essential when dealing with conflict and crisis situations within and outside of the Town structure.
Excellent communication, interpersonal and analytical skills. Must have strong organizational and technical skills. Excellent code writing etiquette. Skill in all of the above listed technology, tools and equipment.

Valid driver’s license required.
Physical Requirements:
Moderate physical effort is generally required to perform duties. The employee is frequently required to operate equipment, walk, stand, sit, speak and hear, lift, reach, balance, crouch, crawl, and stoop. Tasks may involve extended periods of time at a keyboard or workstation. Must be able to communicate verbally.
Light lifting and carrying of work materials, including files, microcomputers and peripheral equipment or other items weighting between 30- 50 pounds.
