To see if the Town will vote to amend the bylaws so as to prohibit the overgrowth of trees or shrubs onto or
over the public ways of the Town that inhibit safe travel, determine the penalty for violation thereof, or take

ARTICLE 27 BYLAW AMENDMENT/BUILDING REGULATIONS
To see if the Town will vote to amend Title VI of the Bylaws captioned "Building Regulations", in
order to make corrective changes thereto required by certain disapprovals by the Attorney General of amendments

ARTICLE 28 BYLAW AMENDMENT/WETLANDS PROTECTION
To see if the Town will vote to amend Article 8 of Title V of the Bylaws, Wetlands Protection, to empower the
Conservation Commission to grant variances from the provisions of the Wetland Protection Bylaw or rules and regulations
promulgated thereunder, and to clarify that the applicant rather than the Commission is responsible for providing

ARTICLE 29 BYLAW AMENDMENT/COMMERCIAL TRASH COLLECTION FEES
To see whether the Town will vote to amend its bylaws to authorize the Director of Public Works to set fees
and procedures for collecting such fees, for trash collection from commercial operations, or take any action related

ARTICLE 30 BYLAW AMENDMENT/SPECIAL TRASH COLLECTION FEES
To see whether the Town will vote to modify Title IX, Section 7 of the Town bylaws by adding a provision requiring
a fee for pickup of white goods (major appliances, water heaters, and air conditioners) and items containing Cathode
Ray Tubes (i.e. televisions and computer monitors) by the Town, or take any action related thereto. (Inserted

ARTICLE 31 BYLAW AMENDMENT/MERCURY SALES BAN
To see if the Town will vote to amend its bylaws to ban the sale in the Town of Arlington of devices containing
mercury, with the exception of fluorescent bulbs, special purpose batteries, and medical devices to be used by
professional medical personnel in medical facilities, or take any action related thereto. (Inserted at the request

ARTICLE 32 BYLAW AMENDMENT/SUBMISSION OF MINUTES
To see if the Town will vote to amend the bylaws so as to require all boards, committees and commissions established
by vote of Town Meeting to submit their minutes, whether in draft or approved form, to the Town's web site and
to the Robbins Library within thirty days of each meeting, to request or require that all boards, committees and
commissions not under the jurisdiction of Town Meeting do the same, or take any action related thereto. (Inserted

ARTICLE 33 BYLAW AMENDMENT/COOKING ODORS
To see if the Town will vote to amend the bylaws so as to regulate cooking odors from restaurants in the Town,

ARTICLE 34 LAND CONSERVATION POLICIES
To see if the Town will vote to request that the Board of Selectmen, Conservation Commission and Board of Assessors
establish reasonable and appropriate policies to encourage the voluntary conservation of private lands as open
space by means of conservation restrictions; or take any action related thereto. (Inserted at the request of

ARTICLE 35 TRANSPORTATION COMMITTEE
To see if the Town will vote to establish a Transportation Advisory Committee consisting of: one designee as
appointed by the Arlington Bicycle Advisory Committee; one designee as appointed by the Walking in Arlington Group
(The Pedestrian Advocacy Group); one designee as appointed by the Chamber of Commerce; one designee as appointed
by the Board of Selectmen; one designee as appointed by the School Committee; one designee as appointed by the
Council on Aging; one designee as appointed by the Arlington Seniors Association; one designee as appointed by
the Town Moderator to ensure accordance with the Americans With Disabilities Act; two designees as appointed by
Town Moderator representing Town Meeting; and one designee as appointed by the Police Chief. This Committee shall
meet no less than four times per year for the purposes of making recommendations to the Board of Selectmen and/or
School Committee regarding pedestrian, bicycle and vehicular transportation improvements or take any action related

ARTICLE 36 ACCEPTANCE OF LEGISLATION/COMMUNITY PRESERVATION ACT
To see if the Town will vote to accept the provisions of M.G.L. c 44B Sections 3 through 7, the Community Preservation
Act, to do all things necessary and appropriate under this act, including without limitation determining the contents
of a specific proposal to be presented to the voters of the Town, or take any action related thereto. (Inserted

ARTICLE 37 ENTERPRISE FUND/LIFE SUPPORT SERVICES
To see if the Town will vote to establish an enterprise fund or revolving fund related to basic life support
and advanced life support services which provides for billing and payment to other entities in the Town to take
account of new Medicare regulations, or take any action related thereto.

ARTICLE 38 ACCEPTANCE OF LEGISLATION/FITNESS STANDARDS
To see if the Town will vote to accept the provisions of sections 61A and 61B of M.G.L. c.31 relating to wellness
programs and fitness standards for police officers which acceptance would permit the Town to appoint as police
officers individuals who have already reached their 32nd birthday on or before the final date for the filing of
applications for examination for appointment to such position, or take any action related thereto. (Inserted

ARTICLE 39 RYDER STREET LEASE
To see if the Town will vote to authorize the Town Manager to enter into a long term lease for property located
at 33 Ryder Street, Arlington, to file legislation to authorize same if necessary, or take any action related thereto.

ARTICLE 40 REQUEST FOR LEGISLATION/DELAYED RETIREMENT OPTION PLAN
To see if the Town will vote to authorize and request the Board of Selectmen to draft and file legislation amending
Chapter 32 and/or any other appropriate chapters and sections of the General Laws, granting cities, towns and other
governmental entities the option to accept the provisions of a Delayed Retirement Option Plan, or so-called DROP
Program, which allows and encourages public employees to continue working beyond their earliest normal retirement

ARTICLE 41 REQUEST FOR LEGISLATION/SPEED LIMITS
To see if the Town will vote to authorize and request the Board of Selectmen to file a Home Rule Petition to
authorize the Board of Selectmen to establish speed limits for vehicles in the Town notwithstanding the provisions
of Sections 17 and/or 18 of Massachusetts General Laws Chapter 90, or take any action related thereto. (Inserted

ARTICLE 42 REQUEST FOR LEGISLATION/EDUCATION POLICY/TOWN MEETING
To see if the Town will vote to request the Board of Selectmen to file a Home Rule Petition that would authorize
the Town Meeting to exert more financial and policy control over the education programs in the Town of Arlington,
including but not limited to the approval of collective bargaining agreements, or take any action related thereto.

Police Officer Al Spina, or take any action related thereto.
