ARTICLE 2                                    RESOLUTION- SISTER CITY ANNIVERSARY

VOTED:  (UNANIMOUSLY)   (QUORUM PRESENT)

That the Town Meeting issue a suitable proclamation to mark the 25th Anniversary of the Town’s sister-city relationship with the City of Nagaokakyo, Japan.

RESOLUTION

Whereas:        In 1956 President Dwight Eisenhower inaugurated the Sister City International Program based upon the premise that it is only through “people to people” diplomatic initiatives and through exchanges of people from all walks of life and ages, participating in programs designed to facilitate better understanding, cultural tolerance and friendship, will nations achieve true and lasting peace and international good will; and

Whereas:        Our Sister City Program has provided opportunities to hundreds of Arlington students and adults to broaden their views and understanding of different cultures and to develop friendships which ultimately promotes goodwill between communities and nations; and

Whereas:        The year 2009 marks the 25th anniversary of the Town’s Sister City relationship with the City of Nagaokakyo; and

Whereas:        To celebrate this occasion, a delegation of dignitaries, students, teachers, and parents from our Sister City of Nagaokakyo will visit Arlington and during said visit many cultural, educational, and friendship events will be held; and

Whereas:        We are honored to have the delegation attend and participate in the first session of the 2009 Town Meeting which will include an address by Mayor Oda along with a cultural performance by the students,

NOW, THEREFORE BE IT RESOLVED:  That the Arlington Town Meeting recognizes the special occasion of the 25th Anniversary of our Sister City Relationship with the city of Nagaokakyo; and

BE IT FURTHER RESOLVED that the Arlington Town Meeting does hereby extend a warm welcome to the delegation and expresses its appreciation for the delegation’s participation in our Town Meeting and enriching the lives of Arlingtonians.

ARTICLE 5        APPROPRIATION/WHITTEMORE-ROBBINS HOUSE REPAIR

That the sum of $60,500 be and hereby is appropriated from the Municipal Building Insurance Fund for the cost of  emergency repairs to the Whittemore-Robbins House in Accordance with G.L. c. 40, section 13.

ARTICLE 6                                        CAPITAL BUDGET/FIRE STATIONS


VOTED:  (UNANIMOUSLY)   (QUOURM PRESENT – MORE THAN 85 TMM PRESENT AND VOTING)

That the sum of $10,000,000 be and hereby is appropriated to fund the     remodeling, reconstructing or making of extraordinary repairs to the Central Fire Station and/or Highland Fire Station, including design, original equipment and landscaping, paving and other site improvements incidental or directly related to such remodeling, reconstruction or repair; that to raise this appropriation the Treasurer, with the approval of the Board of Selectmen, is authorized to borrow $10,000,000 under and pursuant to Chapter 44, Section 7 of the General Laws, as amended, or any other enabling authority and to issue bonds or notes of the Town therefor; that the Board of Selectmen is authorized to contract for and expend any federal or state aid or other grants or funds available for each such project; and that the Board of Selectmen is authorized to take any other action necessary to carry out the projects; provided, however, that no funds shall be expended or borrowed pursuant to the vote for either of such projects, unless the Board of Selectmen determines (which determination shall be conclusive) that the Town has received firm commitments for federal or state aid or other grants or funds in an amount at least to 50 percent of the total estimated cost of such project;

And furthermore that funds appropriated under Article 54, Section 3, Item 2 of the 2008 Annual Town Meeting for the Central Station is hereby amended so that these funds may be used for either the Central or Highland Stations.

ARTICLE 7           CAPITAL BUDGET- SCHOOL/MUNICIPAL BUILDINGS

VOTED:  (UNANIMOUSLY)   (QUORUM PRESENT)

That the sum of $773,363.95 be and hereby is appropriated to fund a feasibility study and project manager relating to the remodeling, reconstructing or making of extraordinary repairs to the Thompson Elementary School located at 60 North Union Street, said sum to be expended under the direction of the Permanent Town Building Committee; that to raise this appropriation, $773,363.95  shall be transferred from the unspent and unencumbered sums listed under Article 54, Section 7, Paragraph 2 of the 2008 Annual Town Meeting; that the Town acknowledges that the Massachusetts School Building Authority’s (“MSBA”) grant program is a non-entitlement, discretionary program based on need, as determined by the MSBA, and any costs the Town incurs in excess of any grant approved by and received from the MSBA shall be the sole responsibility of the Town.
