Select Board Endorses Revised Arlington’s ARPA Framework

Framework is outline of how the Town plans to spend $35M in federal funding.

Municipalities across the nation are the beneficiaries of a significant influx of federal funds via the American Rescue Plan Act (ARPA). ARPA is intended to address the negative health and economic impacts caused by the COVID-19 pandemic. Arlington expects to receive $34.8 million in funds.

At its April 20, 2022 meeting Arlington’s Select Board voted to endorse a Revised ARPA Framework. The revised framework allocates $10 million to the revenue loss/general fund category, the maximum allowed under ARPA for Arlington.

“We are pleased that the Town could allocate these funds toward the general fund and provide some relief toward a future override,” said Adam Chapdelaine, Arlington’s Town Manager. “Although this revision affects previous allocations, we’re pleased to still be able to allocate significant funds toward affordable housing, water/sewer upgrades, and investments in parks and open spaces among other priorities.”

Projects and programs the Town is undertaking to offset the negative health and economic impacts caused by the COVID-19 pandemic include public health, economic recovery, and infrastructure improvements.

As the Town continues through the ARPA process, and the four-year period in which to spend this funding, it is important to understand that the ARPA Framework may continue to evolve as we learn more about eligible program areas and community needs.
