  •   Select Board to Review CDBG Applications for PY 2026/27

    The Select Board will hold a Public Hearing on the Community Development Block Grant (CDBG) program on Monday, January 26, 2026 at 7:45 p.m. CDBG program Year 2026-2027. Applicants will be invited to present their proposed projects at this hearing.

The Community Development Block Grant (CDBG) 

CDBG Overview 

CDBG is a program of HUD and was created in 1974 as part of Title I of the Housing and Community Development (HCD) ACT of 1974, as amended. The primary objective of Title I is the development of viable urban communities. These viable communities are achieved by providing the following, principally for persons of low-and moderate-income:

  1. Decent housing;
  2. A suitable living environment; and
  3. Expanded economic opportunities.

The CDBG Subcommittee prepares and recommends to the full Select Board preliminary budget of the Town’s annual Community Development Block Grant allocations for Board approval.

The Citizen Participation Plan provides for and encourages residents to participate in the development of the Town of Arlington's Consolidated Plan, Annual Action Plan, any substantial changes to the Consolidated Plan or Annual Action Plan, and the Consolidated Annual Performance and Evaluation Reports (CAPER). Adopted by the Select Board on December 2, 2019, and amended on May 2, 2020 and December 21, 2020, this plan amends and supersedes the Town’s existing Citizen Participation Plan, and is in compliance with Section 104(a)(3) of the Housing and Community Development Act of 1974.

The application period for program year 2026-2027 is currently closed. Applicants will be invited to submit applications for CDBG program year 2027-2028 in November 2027. Instructions and more information will be posted on this page at that time.

The Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2023 (2023-2024) is available for review.

The Consolidated Annual Performance and Evaluation Report (CAPER) provides an analysis of CDBG Program Year 2023, beginning July 1, 2023, through June 30, 2024, for the Town of Arlington. The Town was awarded $1,058,933.00 to fund affordable housing capital improvement projects, public services programs, public facilities and infrastructure projects, planning studies, and CDBG administration costs. The CAPER reviews the goals accomplished as identified in Arlington’s 2023-2024 Annual Action Plan as well as the 2020-2024 Consolidated Plan. The 2023-2024 CAPER is available to view here.

Annual Action Plan for CDBG Program Year 2024 (2024-2025)

The Program Year 2024 Annual Action Plan summarizes CDBG goals to be undertaken in Arlington during the period from July 1, 2024 through June 30, 2025. The report for Program Year 2024 is available to view here.

The Town of Arlington’s Department of Planning and Community Development (DPCD) hosted a virtual Community Development Grants Open House in November 2021 to share information about the CDBG program, its legacy of supporting vital community services and organizations in Arlington, and instructions on how to apply for CDBG funding.
